The Work You Will Do:
Right of Way Appraiser II - District 5 / Right of Way Administration / Appraisal & Acquisition
This position supports the agency’s mission by delivering high-quality valuation services for negotiation, litigation, mediation, and trial proceedings. Responsibilities include reviewing real estate appraisal reports, preparing and evaluating right-of-way cost estimates, and overseeing the procurement and management of consultant services.

Your Specific Responsibilities:
Prepare and review valuation services reports to include highly complex projects. Review and offer input on reports and/or other relevant work product provided by property owner experts on litigation and/or mediation matters against the Department. Prepare and review right-of-way cost estimates on assigned projects, coordinates and completes project cost estimate milestones on assigned projects.
Participate and provide support, recommendations and valuation expertise to department personnel in litigation and/or mediation matters. Represent Right of Way at public meetings/hearings and workshops, and similar forums. Coordinate with other offices to address and resolve issues.
Procure consultant services. Make recommendations of valuation services assignments based on existing and proposed workloads and project complexity. Negotiate consultant and sub-consultant hours. Coordinate the activities of valuation services consultants on projects to start when documents and maps are delivered to Right of Way. Notify management of circumstances that could affect production schedule or court proceedings. Ensure data is entered into the Right of Way Management System (RWMS). Run RWMS reports to monitor and assess valuation production and quality. Review and approve invoices. Vendor invoice/warrant processing required to perform these duties.
Ensure and monitor a Quality Control Program. Ensure conformance with applicable laws, rules, regulations, policies and procedures. Interpret and communicate right of way policies and procedures. Assist in the development of policies and procedures. Hold valuation-related training sessions as necessary.
Monitor, train and assist local governments. Respond to public records requests and related inquiries. Identify and evaluate advance acquisition opportunities.
