Position Summary
Management level work planning, directing, supervising, administering and coordinating service delivery consistent with federal, state and county program rules. Oversees the assignment and work for major program areas of County Department of Human Services.
What You Will Do
- Exercises direct, first-level supervision and indirect supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager and approving time off and approving staff timesheets.
- Plans, directs, administers, analyzes and coordinates major programs within a Service Area of the Department of Human Services.
- Provides direction, monitoring and supervision of staff to complete program functions and continuous communication with the director on program and/or policy issues or areas of need.
- Maintains compliance of federal, state and local laws, rules and regulations pertaining to Human Services.
- Coordinates quality control efforts to assure that program integrity is maintained.
- Prepares reports, statistics, performance improvement or corrective action plans in response to audits and program compliance issues.
- Coordinates quality control efforts related to program areas.
- Ensures staff is appropriately informed of rule/policy changes and programmatic objectives both verbally and in writing.
- Leads the development and implementation of division policies, procedures and staffing plans.
- Develops performance standards; oversees performance management including recognition, coaching, conflict resolution, mediation and disciplinary actions; fosters a positive and strength-based work environment for employees, clients and program partners.
- Coordinates available staff for on-going work and accommodating special project needs.
- Delegates daily work flow issued to subordinate staff. Reorganizes staff through changes in structure as program emphasis change.
- Develops and manages the division budget, review and approve expenditures. Monitors and negotiates annual agreements with contractors.
- Serves as a member of the Human Services management team; review and resolve internal issues; develop and implement strategic direction for the organization.
- Coordinates services and programs with other County departments and divisions, state agencies and collateral community agencies; meet regularly with community members to develop and coordinate assistance services.
- Assures responsive and timely attention to customer service needs, complaints and/or grievances and takes positive action to address system or communication improvements as identified.
- Provides regular, supervisory meetings, case consultation and problem resolution for employees.
- Interviews, hires, trains, supervise and evaluate Unit Supervisors through individual meetings, management team meetings and annual performance evaluations.
- Conducts staff/division meetings. Develops training for personnel through the use of staff meetings, conferences and group meetings.
- Represents the Department and Pueblo County through participation in various local and state boards, commissions and committees related to program activities and responsibilities; attends and participates in state meetings.
- Manages a division of professional and paraprofessionals to provide services to multi-problem families involving highly emotional issues.
- Expert knowledge of the provisions of Child Welfare services and public administration.
- Develops programs to provide services to strengthen the ability of families to protect and care for their children, to minimize harm to children and youth and to ensure the safety and well-being and permanency planning for children and families.
- Ability to manage complex issues with diverse clientele including issues of child fatality and serious bodily injury or neglect.
- Meets inflexible deadlines for state reports, audits, complaints and child fatality reports.
- Interprets programs to interested groups and the general public; relates the programs to other community activities and participates in the development of resources in the community; responds to community requests for information; develops and coordinates community outreach efforts of the service area; collaborates with community partners to obtain the best results for clients.
- Involved in the development of community needs assessments; researching new and different programs, service delivery techniques and funding resources; in the development of plans to meet future needs of the community and/or developing strategies for the implementation of procedural technological changes.
- Knowledgeable in legal terminology, court procedures and processes.
- Receives certification of successful completion of the Colorado Department of Human Services (CDHS) New Worker and New Supervisor training as offered by the Child Welfare Training Academy and receives in-service training per year in areas relevant to Child Welfare Services.
What You Have
EDUCATION:
- Bachelor’s Degree from an accredited four-year college or university in Social Work, Psychology, Behavioral Sciences or Human Services required
- Master’s Degree from an accredited four-year college or university in Behavioral Sciences or Social Work preferred
EXPERIENCE: - Minimum of five years experience in human service program supervision and management required
LICENSES/CERTIFICATIONS: - Valid driver’s license at the time of application and a valid Colorado driver’s license at time of hire required

DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS
Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director
SICK LEAVE
Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours.
VACATION LEAVE
- Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
- After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
- Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.
RETIREMENT
All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay.
