Under the administrative direction of the Attorney Member of the California Energy Commission (Commissioner), the Legal and Policy Advisor provides legal advice and reviews, coordinates, and recommends appropriate action to the Commissioner on decisions before the California Energy Commission (CEC), including (1) the Siting Transmission and Environmental Protection (STEP) Division’s programs within Commissioner’s portfolio, such as the Opt-In, Application for Certification, and Small Power Plant Exemption programs, as well as compliance and enforcement of certified facilities; (2) the Renewables Portfolio Standard (RPS) program; (3) the CEC’s Tribal Affairs Program; (4) the CEC’s Audit Investigations and Program Review; and (5) multiple other areas within Commissioner’s portfolio.
The Policy and Legal Advisor provides legal and policy guidance to the Commissioner; works as legal expert in complex and difficult regulatory and legislative matters under the Commissioner’s policy portfolio; formulates legal and policy documents, including comments, position letters, and briefing materials; represents the Commissioner local boards and entities and tribal governments; represents the Commissioner in meetings with private organizations, state agencies, and other governmental entities; appears before legislative committees to articulate the Commissioner’s policy positions; counsels and supports the Attorney General’s Office and other state agencies as needed on legal matters related to the Commissioner’s policy areas; and may function in a lead capacity over administrative and management activities as necessary.

The CEC supports a hybrid workplace model with office-based and remote-centered workers. Limited in-person attendance and occasional travel may be required based on the needs of the division. Regular and consistent attendance is essential to successful performance. This position is remote-centered, which means the incumbent works 50 percent or more of their time from an alternate work location.

1. Demonstrated technical and legal experience and expertise related to energy planning and policy, especially the siting of large-scale energy generation and storage facilities. 2. Knowledge and experience formulating and assessing high-priority state and federal energy policy issues. 3. Experience advising high-level decision-makers on highly sensitive, often controversial, and of very significant interest to the public, media, and the Legislature. 4. Experience coordinating programmatic activities with top-level managers, private and public sector representatives, the Legislature, the Governor’s Office, and state, federal, tribal, and local governmental agencies and communities. 5.
